Yes, full root. Managed does not mean locked down — it means you are not on your own if something breaks.
Not by default. A cPanel licence can be added to any VPS; contact us and we will quote the current licence cost with your plan.
Memory, CPU and disk can usually be increased in place with a short reboot. We will schedule it with you rather than doing it unannounced.
Usually the same business day. We build and test the server, then send you the access details once we are satisfied it is working properly.
